If you're clustered units at one location, at least one must be accessible.
OSHA 1926.51(f)(1) requires handwashing stations where employees apply paints, coatings, herbicides or insecticides. Portable sinks must supply soap and towels or a hand drying device under 29 CFR 1910.141(d)(2). Hand sanitiser alone doesn't meet the rule.
